I agree with 99% of what you say, but as a neighbor of San Francisco (ie: Marin County) I think you need to understand that Hetch Hetchy was dammed to provide drinking water for the city and a number of counties in the Bay Area. Think instead of the Owens Valley project that takes water to Los Angeles - but destroyed the Owens Valley and Mono Lake.
Water rights have ALWAYS been a big deal in the American West.
